Nepal and child mortality

We are provided with the lots of funds via US AID and other INGOs for prevention and awareness of epidemics like HIV, AVIAN INFLUENZA. But 50,000 children are died each year with poor health and sanitation. those who are left alive starve with hunger alarming in another developmental index, that 505 percent of them are malnourished. and 80% of woman or mother are anemic. who is caring for them??
